Imlay City was subject to ongoing severe flooding. Spicer designed the installation of nearly 15,000-feet of new storm sewer ranging in size from 8-inch to 60-inch. The design incorporated new water main, sanitary sewer, roadway with curb and gutter, and sidewalks into the project.
